A Minnesota man accused of participating in a massive taxpayer-funded fraud scheme remains at large after allegedly jumping from a fourth-floor balcony in a desperate attempt to evade federal agents during a sweeping law enforcement operation.
Federal authorities revealed that the suspect escaped during the execution of search warrants tied to one of the largest Medicaid fraud investigations in Minnesota history.
Suspect Captured on Video Fleeing Scene
During a press conference announcing a series of fraud indictments, FBI Co-Deputy Director Christopher Raia disclosed that investigators are actively searching for a suspect who fled authorities by jumping from a fourth-floor window.
Raia displayed video footage that allegedly showed the man limping away from the scene after the fall.
Federal officials identified the suspect as Muhammad Omar, who has been charged as part of a broader fraud investigation involving millions of taxpayer dollars.
Authorities believe Omar remains in the area and are asking for the public’s assistance in locating him.
“We need your help,” Raia said during the press conference.
“If you recognize this individual, if you know this individual, if you can provide any information related to this individual, I would encourage you to call 1-800-CALL-FBI.”
Fifteen Charged in $90 Million Fraud Investigation
The dramatic escape attempt occurred as federal prosecutors announced charges against 15 individuals allegedly involved in multiple fraud schemes targeting Minnesota’s Medicaid system.
According to federal officials, the defendants are accused of exploiting seven separate state-managed Medicaid programs and fraudulently obtaining more than $90 million in taxpayer funds.
Assistant Attorney General Colin McDonald said Omar faces charges connected to one of the cases and criticized his alleged attempt to avoid arrest.
“I would encourage the public to help turn this man in to face justice for the fraud that he has perpetrated — and now to face the additional charges for seeking to flee from law enforcement and seeking to obstruct justice by virtue of his conduct today,” McDonald said.
Federal investigators allege the schemes siphoned money from programs intended to assist vulnerable Americans, adding to growing concerns about widespread abuse of government-funded assistance programs.
Trump Administration Intensifies Fraud Crackdown
The arrests are part of a broader effort by President Donald Trump’s administration to combat large-scale fraud involving taxpayer-funded programs.
Federal agencies have launched multiple initiatives aimed at identifying fraud, waste, and abuse within Medicare, Medicaid, and other government assistance programs.
Earlier this month, the administration announced a temporary halt on new home health and hospice providers enrolling in Medicare as officials work to strengthen oversight and prevent fraudulent operators from entering the system.
Minnesota has become a particular focus of federal scrutiny following a series of high-profile fraud investigations involving state-funded programs.
Comer Blasts Minnesota Leadership
House Oversight Committee Chairman Rep. James Comer (R-KY) praised the latest enforcement action and argued that state leaders failed to address warning signs of widespread fraud.
“Taking action to hold accountable criminals who are defrauding the American people and stealing from our nation’s most vulnerable” is a necessary step toward restoring trust in government programs, Comer said in a statement.
Comer also accused Gov. Tim Walz and Attorney General Keith Ellison of failing to respond appropriately to evidence of fraud.
“Our investigation into rampant fraud in Minnesota revealed that Governor Tim Walz and Attorney General Keith Ellison were aware of widespread fraud in social service programs, lied about their knowledge of the fraud, and retaliated against employees who dared to raise concerns,” Comer said.
“Instead of protecting vulnerable Americans, they handed over billions in taxpayer dollars to fraudsters and threw their own state employees under the bus.”
Manhunt Continues
Federal authorities continue searching for Omar and are urging anyone with information about his whereabouts to contact the FBI immediately.
Investigators have not disclosed whether they believe he received assistance after fleeing the building or whether additional charges have been filed related to the escape attempt.
The case remains part of an ongoing federal investigation into what prosecutors describe as one of the largest public-benefit fraud crackdowns in Minnesota history.
