Retired Lieutenant Colonel Riccardo Bosi delivers this twentieth episode of The Rebirth of a Great Nation series on human capital and education as an element of national power. He defines it as the organized capacity to form, rise, sustain, and replace a moral and educated people who as individuals can read, calculate, master a skill or craft, and tell the truth under pressure, and as a nation can generate, lead, protect, and restrain the age of the Constitutional Republic. Without virtue, the individual and the nation become vulnerable to destructive influence, leading to decay and finally collapse. Summa virtues is not an addition to this element, it is the element’s moral half.
Bosi explains that the people are the basis for success in this strategy. All elements of national power are inert until a moral and educated people can use them lawfully, refuse them when they should be refused, and replace themselves. A moral and educated people is prior to Indo-Pacific primacy. Character without competence is coercion, and coercion without competence does not last. Education exists to produce the excellent character who can master a hard craft and generate, project, and sustain force, intelligence, and AI for a specified period.
Bosi outlines the five core characteristics — a moral people kept in check by summa virtues taught as habits of work and life at all education levels, an educated people seriously taught unmoving standards in English, mathematics, science, and civic history, scarcity managed as national stock, discriminating formation of the AI workforce for refusal and duty, and transmission of a particular inheritance. He details the seven sub-elements and the constitutional authority required, including foundational schooling, trades and engineering, civic and military formation, the superintelligence workforce, linguistic and security human capital, civic membership, and the teaching profession.
