New York City Mayor Zohran Mamdani is once again putting himself at the center of an international political controversy with comments that could have diplomatic implications far beyond City Hall.
His latest remarks have already drawn a sharp response from Israeli Prime Minister Benjamin Netanyahu and renewed debate over the limits of a mayor’s authority in foreign affairs.

Mamdani said he is in an “active conversation” with New York City legal officials about whether he could arrest Netanyahu if the Israeli leader visits New York for the United Nations General Assembly in September.
Speaking during an interview with The New York Times, Mamdani said he believes Netanyahu should face justice over the war in Gaza.
“He’s a war criminal who has been charged by the International Criminal Court,” Mamdani said.

“And what you will find is that is an opinion that is held by many, purely because of what his actions have wrought over these last many years,” he added.
The International Criminal Court issued arrest warrants for Netanyahu in 2024 over alleged war crimes related to Israel’s military campaign in Gaza, allegations that Israel has rejected.

The United States is not a party to the ICC, and legal experts have previously questioned whether any local government in the United States would have authority to enforce such a warrant.
Mamdani acknowledged that uncertainty during the interview.
“Whatever the law allows me to do in New York City, that’s what we will do, but we won’t be writing our own laws to that end,” he said.
The mayor first raised the possibility of arresting Netanyahu during his mayoral campaign and has continued to defend that position since taking office.
Netanyahu has repeatedly dismissed Mamdani’s comments.
Earlier this month, during an interview with New York radio host Sid Rosenberg, the Israeli prime minister called the arrest threat “silly” and said he was not concerned about visiting New York.
Netanyahu also sharply criticized Mamdani’s views on Israel.
“I think he should look at who he’s condemning and who he’s praising,” Netanyahu said.
“He’s condemning Israel, the one democracy that stands shoulder to shoulder with American values.”
The Israeli leader went further, accusing Mamdani of siding with Hamas.
“Who does he champion? Hamas, that calls openly to massacre every Jew on earth, that conducted that horrible massacre, the worst massacre on Jews since the Holocaust,” Netanyahu said.
Netanyahu also argued that hostility toward Israel reflects hostility toward the United States.
“The problem is that he either doesn’t understand, or doesn’t care, that those who hate the Jews and Israel ultimately also hate America.”
“In fact, I think secretly, he hates America,” Netanyahu said.
Mamdani has rejected accusations that he supports Hamas or is antisemitic, saying his criticism is directed at the Israeli government’s conduct in Gaza rather than the Jewish people.
The controversy comes ahead of Netanyahu’s expected visit to New York for the United Nations General Assembly, where world leaders traditionally gather each September.
Whether any arrest could legally occur remains highly uncertain.
Legal experts have noted that foreign policy is primarily the responsibility of the federal government, the United States does not recognize ICC jurisdiction, and sitting foreign heads of government generally receive diplomatic protections while visiting the United States.

For now, Mamdani says his administration is reviewing its legal options, while Netanyahu has made clear he is dismissing the mayor’s threat as political rhetoric rather than a realistic legal risk.
