Juan has a pretty smart tactic here. By asking the question as he does and leaving the answer hanging as though to still be decided, the enemy might hold back on disasters up until the inauguration because that might push the American people to NOT want the inauguration public. If the answer was decidedly made either, for or against, the enemy would not hesitate to pull out all stops and enact one thing after another on the American people.
It also prepares the people for the probability that the swearing in of Trump will not be in public but will be broadcast to the public from a secure location.
It would also discourage the public and to be hesitant to attend.
