New York City’s self-described socialist mayor, Zohran Mamdani, was serious when he campaigned on fundamentally changing how the Big Apple is governed.
Critics argue that Mamdani is using his time in office to expand his influence over New York City institutions and strengthen a political organization that could outlast his administration.

Some opponents contend that his approach has tested the limits of executive authority in pursuit of broader political objectives.
The recent congressional primaries underscored Mamdani’s influence within New York City’s chapter of the Democratic Socialists of America (DSA), where candidates backed by the organization defeated several established incumbents, reinforcing the mayor’s growing role in shaping the city’s progressive political movement, the New York Post reported.

Although the DSA includes a range of ideological factions – all of them left-wing – the organization has largely united behind Mamdani, mobilizing thousands of volunteers to support candidates and policy initiatives aligned with its agenda.
Since taking office, Mamdani has also established the Office of Mass Engagement, an initiative intended to expand public participation in city government.

The office is led by Commissioner Tascha Van Auken, while Housing Czar Cea Weaver, who has openly stumped for communist principles in governance, also holds a senior role in the administration.
Both have held leadership positions within the DSA. According to the administration, their work includes engaging directly with residents and helping tenants organize tenant associations or unions within residential buildings.
The Office of Mass Engagement has also used city resources to produce documentary-style videos highlighting tenant organizing efforts.
Critics have questioned whether those activities comply with New York City’s Conflicts of Interest Board rules, which generally prohibit public employees from using government personnel, equipment, resources, supplies, technology, official titles, or city letterhead for non-city purposes.
Whether the office’s activities fall within those restrictions has become a subject of debate, The Post reports.
Critics argue that if rent withholding becomes a common strategy among organized tenant groups, it could place additional financial pressure on property owners and contribute to building deterioration or disinvestment.
Those critics also contend that Mamdani’s housing agenda—which includes proposals to acquire distressed properties from landlords deemed “bad actors” and transfer them to nonprofit organizations or other entities—could encourage more foreclosures and bankruptcies among owners of rent-stabilized housing.
Supporters of the plan argue that nonprofit ownership can better protect affordable housing and improve tenant outcomes.

Opponents counter that there is little evidence nonprofit or government management consistently produces better housing conditions, pointing to longstanding operational and management challenges within the New York City Housing Authority (NYCHA) and federal housing programs which have often resulted in housing complexes turning into drug-infested slums.
Critics further argue that strengthening tenant organizations and expanding the role of nonprofit housing providers could increase the political influence of constituencies aligned with the administration.
They also contend that several of the mayor’s appointments to city boards and agencies reflect an effort to consolidate greater influence over key government institutions, while supporters maintain the appointments are intended to advance the administration’s policy priorities, said The Post.

Critics have also focused on the actions of Mamdani’s appointees to the NYC Rent Guidelines Board, which voted to approve a rent freeze that had been a central promise of his mayoral campaign.
Opponents note that the board’s research indicated landlord operating costs increased by approximately 5.3% between April 2025 and March 2026.
They argue that the city’s administrative code requires board members to weigh those costs, along with other statutory factors, when setting annual rent adjustments.
Former New York City Deputy Mayor Randy Mastro has filed a lawsuit challenging the Rent Guidelines Board’s decision, arguing that the vote was arbitrary, capricious, and unlawfully predetermined.

The litigation seeks to overturn the rent freeze and clarify the scope of the mayor’s influence over the board’s decision-making process.
Critics contend that if the courts uphold the board’s action, future mayors could exercise greater practical control over rent-setting decisions for stabilized apartments.
