Thune: Some Senate Republicans Oppose SAVE Act Because They Hate Trump

Tevin McLeod - June 17, 2026

Senate Majority Leader John Thune reportedly acknowledged behind closed doors this week what many grassroots conservatives have suspected for months: some Senate Republicans are opposing the SAVE America Act not because they disagree with the policy, but because they remain unwilling to support President Donald Trump.

According to multiple sources cited by the Daily Caller, Thune made the admission during a closed-door Republican lunch on Wednesday while discussing the increasingly contentious battle over the SAVE America Act, one of Trump’s signature election integrity proposals.

The legislation would require proof of citizenship to register to vote in federal elections and establish voter identification requirements nationwide.

The comments reportedly came during an intense discussion over the future of the bill and quickly escalated into a heated confrontation between Senate Republicans.

While Thune’s office has denied the characterization, the reported admission has only intensified concerns among conservatives that internal Republican resistance has become the biggest obstacle standing in the way of the legislation.

According to the Daily Caller’s reporting, Thune told colleagues that some Republicans oppose Trump so strongly that they will never vote for the SAVE America Act regardless of the legislation’s merits.

For many conservatives, the statement helps explain what has become one of the most frustrating political realities of Trump’s second term.

Despite controlling the White House, the House of Representatives, and the Senate, Republicans continue struggling to advance one of the most popular election integrity proposals among their own voters.

The SAVE America Act has already passed the House.

Polling consistently shows strong public support for requiring proof of citizenship to vote and voter identification requirements.

The legislation has the support of President Trump.

It has the support of most House Republicans.

And earlier this month, it demonstrated majority support in the Senate itself.

During the Senate’s vote-a-rama on the Republican immigration enforcement package, Sen. Mike Lee’s amendment containing the House-passed SAVE America Act received 50 votes.

With Vice President JD Vance available to cast a tie-breaking vote, supporters immediately pointed out the significance of the result.

The legislation had effectively secured a Senate majority.

“That means that but for the Zombie Filibuster, the House-passed SAVE America Act would now be on its way to the White House for President Trump’s signature,” Lee said after the vote.

Yet despite reaching that milestone, the legislation remains stuck.

The reason, supporters increasingly argue, has less to do with Democrats than with Republicans themselves.

The Wednesday lunch meeting reportedly exposed just how deep those divisions have become.

According to reporting from Punchbowl News, several Republican senators confronted Lee during the closed-door gathering.

One source described the exchange as a “pile-on.”

Sen. John Cornyn and Sen. John Kennedy reportedly challenged Lee’s continued efforts to pressure Senate leadership into pursuing the legislation more aggressively.

Their frustration centered on Lee’s argument that Republicans still have procedural options available to force the issue.

Lee has repeatedly rejected the claim that the SAVE America Act is dead.

While acknowledging Republicans lack the 60 votes normally required to overcome a Senate filibuster, he argues there are alternative ways to force extended debate and eventually reach a vote on final passage.

His preferred strategy is straightforward.

Put the House-passed bill on the Senate floor.

Force opponents to sustain an actual talking filibuster.

Keep debating until the legislation passes.

“If the majority leader were to announce we are going to debate this till we pass it, we would get to the point of passage,” Lee said during a recent Fox News appearance.

That strategy has gained growing support among grassroots conservatives who increasingly view Senate procedure as an excuse for inaction rather than a legitimate obstacle.

To many Trump supporters, the SAVE America Act has become a test of whether Republicans are truly willing to fight for election integrity reforms they routinely campaign on.

Every election cycle, Republican candidates promise stronger voter identification laws, proof-of-citizenship requirements, and safeguards against illegal voting.

Now that Republicans control Washington, many voters are asking a simple question:

What exactly is stopping them? The answer increasingly appears to be internal resistance.
