The main proof would be in the PEADS (Presidential Emergency Action Directives – not accessible to you, me, or Congress, and they were trying to take action these last 5 years to get access but it was never given), but we have two bookends and some breadcrumbs in between.
Bookend to begin: Flurry of Executive Orders between October, 2020 and January 2021, several of them directly switching up the CoG chain of command, significantly narrowing the group receiving CoG authority, and completely revising the evacuation eligibility list (no evac to Site R or similar for the SES), combined with a flurry of firings and appointments, especially at DOD (Esper out, Iron Eagle in) and the clearance out of the Defense Policy Review Board (Kissinger, Harmon et al out -> complete wipe out of the public Jasons).
This was preceded by EOs 13818 and 13848, which laid additional groundwork, including the requirement of the 45 day report on foreign interference in an election (CIA and other agency insubordination prevented completion and delivery of this report by Jan 2021 but Tulsi Gabbard and Ratcliffe for sure delivered it in January, 2026).
